YGL Chapter Formation
Interested in forming a Chapter of Young Government Leaders (YGL)? Awesome! Please be aware of the following requirements.
Cities/Areas suitable for YGL Chapters must have:
- Population of federal employees that exceeds 10,000 (i.e. large pool of potential members)
- At least one anchor agency from which to stem operations
- Federal Executive Board (FEB) presence in the area (i.e. ensuring significant federal activity)
- At least one major university in the immediate area

To create a Chapter with “Provisional” status, you must:
- Form a leadership board/committee of 4-7 individuals
- Create a charter for your chapter. YGL National has bylaws for the overall non-profit organization, but each Chapter is asked to create a document that outlines important details specific to your initiative, such as:
- Roles/responsibilities of the Chapter board, including length of term and how board will be elected/selected for future years
- Meeting frequency and logistics
- Goals/ideas for the Chapter
- Recruitment strategy and timeline
- Create Chapter page on the YGL website. Members may begin to sign-up once this page is created.
- Have at least one Chapter representative attend the bi-monthly YGL Presidents’ Conference Calls (1st Tuesday of every other month)
Accomplished all of that? Send an email to the Member Services Co-Chairs certifying that all requirements have been met, and attach a copy of your Chapter bylaws.

To become a Chartered Chapter, you must:
- 100 members signed-up through YGL website
- Have been in existence for 6 months (since the date that all Provisional requirements were met)
- Have held at least 3 events
- Create and maintain a Chapter budget
You’re not done yet… It’s important that Chapters stay active and relevant to their members.
To remain an Active Chapter, you must:
- Hold at least ONE event per year in each of the following categories: Social (e.g. YGL happy hour), Volunteer/Community (e.g. YGL team at 5K charity run), and Professional Development (e.g. YGL seminar on leadership in public sector)
- Have at least one Chapter representative attend the bi-monthly YGL Presidents’ Conference Calls (1st Tuesday of every other month)
- Continue to update the Chapter’s page(s) on the YGL website
